From 1991 to 1999, studied at Peking University and received a bachelor’s degree and a master's degree of Science. Joined Dayue Consulting in 2003 and engaged in investment and financing consulting for urban infrastructure and regional development projects for 20 years, reaping rich experience in project implementation and project research. Completed more than 500 projects in many cities across the country, involving investment in scale of more than 500 billion, of which more than 30 projects have been rated as demonstration projects by the National Development and Reform Commission and the Ministry of Finance. Editor-in-chief or co-editor and publisher of many professional works, such as Practice of Infrastructure Market-oriented Investment and Financing, Practice of Urban Development Investment and Financing Planning, Chinese Practice of Garbage Treatment PPP, Market-oriented Reform of Urban Infrastructure Investment and Financing: PPP Concept and Practice, Selection of PPP Demonstration Project Cases, and On Chinese-style PPP, among which the Practice of Urban Development Investment and Financing Planning edited by him won the first prize of the National Excellent Engineering Consulting Achievement Award in 2014.

Offered policy suggestions on investment and financing of infrastructure projects for the Ministry of Finance, the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development for many times. Invited to provide infrastructure project investment and financing training for the Asian Development Bank, the National Accounting Institute, the Pudong Cadre Management Institute, the Finance Department of Henan Province, Sichuan Province and Heilongjiang Province, the Housing and Construction Department of Henan Province and Shanxi Province, Hubei Provincial Development and Reform Commission, the Henan Provincial Branch of Agricultural Development Bank of China and many centrally-administered SOEs.
