Chairman and General Manager of Dayue Consulting Co., Ltd. and president of Dayue Research Institute, one of the main designers and practitioners of the best operation mode and rules of PPP in China, and a famous urban development consultant. From 1982 to 1989, studied at Harbin Institute of Technology and received a bachelor's and master's degree in engineering. From 1989 to 1996, served in the consulting department of the Beijing Electronic Science and Technology Institute and the State Planning Commission. In 1996, founded the Dayue Consulting Company and led the company to grow, making it a renowned research and consulting institution and a pioneer in the PPP consulting in China. More than 1,500 projects completed by the team have become typical cases of public utility restructuring, investment and financing, and urban development in China, making significant contributions to improving the efficiency of urban construction and management in China.

From 1994 to 1995, served as the leader of the research group of BOT Research of Beijing Municipal Planning Commission. In 1995, compiled and published the BOT Project Guideline. In 1997, cooperated with the Investment Department of the National Development and Reform Commission to publish the BOT Project Operation Manual. From 2002 to 2004, wrote articles for the BOT Lecture and the Dayue View of Urban Operation columns of China Investment magazine throughout the year. In recent years, compiled and published several monographs, such as Franchise and Industrialized Operation of Public Utilities, Chinese Practice of Garbage Treatment PPP, Practice of Infrastructure Market-oriented Investment and Financing, Practice of Urban Development Investment and Financing Planning, Urbanization and PPP, China PPP Demonstration Project Report, and published more than 50 papers on PPP and public utility reform in various media. Among them, the view counts of article Mission and Way Out of Chinese-style PPP reached more than 120,000. The Urban Development Investment and Financing Planning Practice completed by the leadership won the first prize of the National Excellent Engineering Consulting Achievement Award in 2014.

From 2002 to 2004, involved in a number of policy research, formulation and publicity work on the market-oriented reform of public utilities by the Ministry of Construction and local governments such as Beijing Municipal Government. From 2014 onset, participated in the reform and PPP policy research, formulation, publicity and training of the Ministry of Finance, the National Development and Reform Commission, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Environmental Protection, the Ministry of Health and the Ministry of Water Resources, and served as the leader of the research group of the ADB technical assistance project of the National Development and Reform Commission - infrastructure and public utility franchise legislation. In October 2014, during Premier Li Keqiang's visit to Russia, he submitted the Proposals on Doing PPP Work Well under the Current Situation, some of which were adopted. In September 2015, Vice Premier Ma Kai and British Chancellor of the Exchequer George Osborne co-chaired the 7th China-UK Economic and Financial Dialogue Roundtable, representing the Chinese side to communicate with the British side and was praised by Vice Premier Ma Kai. In December 2016, he accompanied the National Development and Reform Commission delegation to London to attend the inauguration ceremony of the UK-China Infrastructure Academy.

He has received more than 800 interviews with CCTV and mainstream financial media, to interpret government policies and air opinions on PPP issues. CCTV Influential People launched a special program titled Jin Yongxiang: China's PPP Promoter, receiving more than 200,000 viewers. He is often invited to give lectures to mayors and department directors in PPP training courses organized by the National Academy for Mayors of China, the National Accounting Institute, the National Academy of Governance, the Central Party School, the Ministry of Finance, the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development, and has successively given lectures to civil servants in PPP training courses organized by over half of the provincial government departments in the country. Instructed PPP to senior officials of central governments of Latin American countries, Bangladesh and other countries of B&R Initiative for many times, and the cumulative number of participants, including students from universities and various social training institutions exceeded 20,000, which contributed experience and wisdom to promoting the concept of PPP.
